CANBERRA, Aug 18 AAP - Australia is a different nation because of the Vietnam war,
Prime Minister Julia Gillard says.

Across Australia, veterans, family, friends and many others are marking Vietnam Veterans
Remembrance Day, held on the anniversary of Australia's signature action - the Battle
of Long Tan on August 18, 1966.

Ms Gillard said Vietnam was Australia's longest war but returning veterans were treated
with shame.

In all 60,000 served, many against their will by the casting of lots.

"We are a different nation because of Vietnam. We are a different nation than if those
men had stayed at home and worked and married and built their lives," she said.

"But we don't always get to choose. History and circumstance sometimes choose for us.

What counts is our response."

Vietnam veteran Bill Rolfe says for those in the field, every night involved picket
duty in the certain knowledge that the lives of mates were in your hands.

"It was hard service and it demanded endurance and sacrifice and created that bond
between men that flows from hardship and looking out for your mates," he told veterans
gathered in Canberra.

In Canberra, Ms Gillard, Opposition leader Tony Abbott, Governor-General Quentin Bryce
and her predecessor Major General Michael Jeffery joined veterans at the Vietnam War national
memorial.

However, the main national event was set to be a parade conducted at 6RAR's Enoggera
Barracks in Brisbane where Ms Bryce was to present a belated unit citation to Long Tan
veterans recognising their extraordinary gallantry that day 45 years ago.

In that battle, more than 100 members of Delta company, 6RAR stood against an estimated
2500 Viet Cong and North Vietnamese soldiers. Eighteen Australians died while the enemy
death toll has been put as high as 800.

No Long Tan veterans attended the service in Canberra, with all able to travel heading
to Brisbane for the major service at their old barracks.

But there were plenty of veterans. One was former Sergeant Kevin McMillan who served
two tours in Vietnam in 6RAR and in the Australian Army Training Team from 1969-71 and
now actually lives in Vung Tau, Vietnam.

He says the unit citation, to be presented in Brisbane, is some fitting recognition
of what his 6RAR predecessors experienced.

"A long time has gone past now but lots of things are never forgotten. It's a reminder
of what went on during and after the war," he said.

"I look back on it and think - a message to all Australians and governments - don't
forget the young men and women who are coming behind us and will be in the future."

west was on bail on charges including robbery and intentionally causing serious injury,
according to reports.

The man, named in newspaper reports (Eds: The Age, Herald Sun) today as Michael Bugeja,
34, was shot by police several times in the upper body and died near his house in Frank
Street, Sunshine West yesterday morning.

Police allege he was threatening them with an axe when the shots were fired.

BRISBANE, April 21 AAP - Ergon Energy has hooked up with internet giant Google in a
project using two light aircraft equipped with laser scanners and digital cameras to better
maintain Queensland's regional electricity network.

Energy Minister Stephen Robertson said the energy company, which distributes electricity
for 97 per cent of the state, had signed up to Google's Earth Builder, which was officially
launched on Thursday.

The program will link up with Ergon's own Remote Observation Automated Modelling Economic
Simulation (ROAMES) project, which will use purpose-built aircraft to collect data on
the 150,000km of powerlines it operates, Mr Robertson said.

The data will then be loaded into the Google product that will process the information
into spatial layers and provide interactive, three-dimensional mapping for Ergon staff,
he said.

Mr Robertson said the aircraft were currently being built in Hervey Bay and would begin
flying in August.

Ergon Energy chief executive Ian McLeod said the information would improve customers'
power supply reliability and community safety.

"We aim to be able to use simulations to assist in every area of planning and response,
whether for a natural disaster or to forecast growth in particular areas," Mr McLeod said
in a statement.

The project would also save around $44 million in five years in the company's vegetation
management program, he said.

2 February 2011 - UK culture secretary Jeremy Hunt on Tuesday asked media watchdog Ofcom to review sections of the digital economy act in a move that could further delay the implementation of measures to curb online piracy, the Financial Times reported.
Hunt said that while he did not have a problem with the concept of blocking websites that facilitate unlawful downloading of music or films, there was unclarity as to whether those provisions in the law could be applied in practice. He was, therefore, asking Ofcom to look into the issue. It should be first known whether site-blocking is possible before its introduction is considered, the culture secretary said.

The digital economy act, which was passed in the final days of the previous government, is set for a judicial review in March after a complaint by telecoms operators BT and TalkTalk, which argue that it is disproportionate and non-compliant with European commercial legislation.

Fed:Swan faces a difficult balancing act

CANBERRA, April 16 AAP - Federal government ministers can try to douse expectations
for a much improved budget bottom line as much as they like, but market economists are
convinced it is on the cards.

Or at least it should be.

Treasurer Wayne Swan faces a difficult juggling act as he bunkers down in the Department
of Treasury over the next few weeks in preparation of the May 11 budget.

On the one hand he has to be seen to be making inroads into returning the budget back
to surplus, but at the same time the budget has to be politically palatable with an election
fast approaching.

Still, there are a growing number of voters who want the government to take a tough
stance on spending.

This week's Essential Research online survey found nearly a third of respondents wanting
spending cuts to ease the debt burden.

And you would think this would be an aim of the government to at least take the spotlight
off its school building and insulation programs that have suffered so much bad press.

Business, too, wants the surplus restored as soon as possible through cuts to the budget,
rather than increasing taxes.

The Australian Chamber of Commerce and Industry (ACCI) in its 2010-11 budget submission
said Australia was able to deal with the impact of the global financial crisis due to
the stimulus measures implemented by government.

"However, the scope and effectiveness of these fiscal measures was made possible by
past fiscal discipline and the elimination of public debt," ACCI chief executive Peter
Anderson says.

That said, ACCI - not always a bedfellow of the Labor party - has been keen for outstanding
stimulus measures into infrastructure to go ahead, unlike the federal opposition.

Economists say it is also critical for homeowners and borrowers generally that the
budget is seen taking pressure off interest rates.

Macquarie Research, which has been leading the charge in expecting a much improved
budget outlook, said financial markets weren't too worried about the amount of Australian
government debt.

"It's more what the implications for the Reserve bank would be," Macquarie senior economist
Brain Redican said.

Financial markets will be watching the detail of the budget closely.

It will put the government's so-called "economic conservatism" to the test.

"This is supposed to be the beginning of the consolidation phase, so it would be inappropriate
to then spend more at this stage of the cycle," Nomura Australia chief economist Stephen
Roberts says.

He said the clawback in expenditure had to be in the near term, rather than in the
out years, "because that's where the interest rate pressure is".

The government has pledged to cut spending by two per cent per annum to get the surplus
back to surplus by 2015/16.

Such restraints will mean the government won't have a huge amount of money to chuck
about in its final budget before the election, nor will it have a bucket of cash to throw
around in the election campaign itself.

Still, the government can promote the third and final leg of its tax cuts that are
due on July 1 that were announced in its first 2008/09 budget - so voters won't be totally
empty handed going the polling booth.

But Treasurer Wayne Swan has been adamant that we shouldn't expect a huge improvement
in the budget bottom line in the near term.

"It's important to keep in mind that the weaker (profit) outcomes we saw during the
global recession will continue to act as a drag on government revenues for some time to
come," Mr Swan in one of his recent weekly economic notes.

While there has also been a rebound in the share prices, these are a third lower than
its pre-crisis peak, which will negatively impact capital gains tax.

And even with the government's stimulus keeping an extra 200,000 Australians in work,
the global recession still saw a significant jump in the number of unemployed and a fall
in hours worked.

Economists are equally adamant that there will be disappointment if the benefits of
a much improved economic backdrop are not seen to be flowing through to the bottom line.

The economy has markedly outperformed forecasts Mid-Year Economics and Fiscal Outlook
(MYEFO) just a few months ago, notably in the jobs market.

The unemployment rate has stabilised around 5.3 per cent after peaking at 5.8 per cent
last year, when Treasury had forecast the rate peaking at 6.75 per cent by June this year.

Company profits are pulling out of a slump, led by resource companies that continue
to enjoy the benefit of strong Asian demand, particularly China.

All of this should mean a greater amount of government revenue than predicted just
a few months ago, and this should see an improvement in the budget bottom line.

An improved starting point - in this case the 2009/10 financial year - will flow through
to future years, and in theory bring the budget back to surplus earlier than the forecasts
2015/16.

Macquarie's Mr Redican says there is "a grain of truth" in Mr Swan's statements, although
he believes the lag between company profits and company tax has been somewhat exaggerated.

Nomura's Mr Roberts expects a $44 billion deficit for the 2009/10 financial year, instead
of $57.7 billion shortfall as forecast in MYEFO.

This should help bring the deficit down to just over $30 billion in 2010/11 compared
with a predicted $46.6 billion.

And "as day follows night" it should mean the budget is returned to surplus earlier
than forecast, he says.

He also believes the government will be picking up "a fair bit" of personal tax and
capital gains tax relative to where the government forecast and despite what Mr Swan says.

"Equally on the expenditure side, the payments for social security and welfare are
going to be much more contained by the economic outlook we have now," he said.

Fed: Packer awaits UK polo complex decision

SYDNEY, Dec 2 AAP - James Packer will have to wait up to a further three months to
find out if his controversial new British polo complex will get built.

The Australian media and casino mogul faces stiff local opposition to the complex -
reported to be costing about $36 million - near the tiny village of Selham, West Sussex,
England.

Three related planning applications have now been lodged with the local authority,
Chichester District Council, outlining Mr Packer's plans to take a lease on Manor Farm,
a dairy pasture, and convert it into a polo playing area with associated exercise tracks,
stables and yards.

Existing agricultural barns would be converted to stables and seasonal accommodation
for grooms, the planning application says.

Chichester District Council says it aims to decide on the planning application, which
it lists as having been submitted by Conpress (Hong Kong), by the middle of February.

Manor Farm is not far from the area in Stedham, West Sussex, where James' father Kerry
Packer also had a 38 hectare polo complex.

Kerry Packer also faced opposition from local residents, mainly over noise and disruption,
when his complex was built in the 1980s.

The area is well known for hosting polo events, attracting some of the best players
in the world and members of the British royal family, including in the past Princess Diana,
Prince Charles and their sons Princes Harry and William.

It is thought the Manor Farm complex would become the British base for James Packer's
polo club, Ellerston.

Locals are reported to be unhappy about the latest proposal, claiming the area is too
small to accommodate the complex.

Selham has a population of just a few hundred, a handful of shops and a single pub
- the Three Moles Inn - said to be of the smallest in England.

"Many people feel we are just too small to accommodate a STG20 million ($A36 million)
polo centre," London's Telegraph.co.uk website quoted one resident as saying shortly after
Mr Packer first outlined his ideas to locals in September.

"But his father got his own way 20 years ago and money talks. We expect history to
repeat itself."

Other locals have welcomed the proposal and say it could bring investment to the area.

Chichester District Council is inviting locals to have their say about the plan.

The outcome is likely to be determined by a panel of local councillors.

BRISBANE, Aug 14 AAP - Queensland's South Burnett region is set to be home to the biggest
wind farm in the southern hemisphere after receiving "overwhelming" community support.

The $1.2 billion project, called the Coopers Gap Wind Farm, is predicted to generate
enough power for 320,000 homes.

It's being proposed for 12,000 ha of cattle grazing country located almost midway between
Kingaroy and Dalby in south-east Queensland.

International specialist banking group Investec Bank and Windlab Systems, established
by the CSIRO, will lodge a development application to build 252 wind turbine generators
after successful feasibility studies and community consultations on the weekend.

An application is expected to be lodged by the end of the month.

It involves two councils; the South Burnett Regional Council and Dalby Council with
up to three quarters of it falling in the South Burnett area.

Mayors of both councils said residents were largely backing the project.

South Burnett Regional Council Mayor David Carter said he had not heard one objection.

"It's a sparsely populated area so it does not affect many people," Mr Carter said.

"The properties are cattle properties so the wind farm won't change the use of the
land and the landowners will get some money."

Dalby Mayor Ray Brown said landholders would get tax deductible compensation to the
tune of $10,000 per turbine annually.

Richard Castellari from Investec's project development team said the company planned
to build 12 wind farms across Australia and New Zealand, with Coopers Gap Wind Farm being
one of three closest to fruition.

"We had overwhelming support for the project from the community and the local council,
with really no objections," Mr Castellari said.

"The wind farm will cover between six and 10 properties.

"The area has really good internal wind speed, is near a transmission network, a network
that distributes power, and from the fauna and flora perspective it's quite benign - there's
no flora or fauna of great significance - it's cattle grazing land."

Vic: Police search for two cars after Mildura crash

MELBOURNE, April 5 AAP - Police are seeking the occupants of two vehicles for information
about a fatal crash overnight near the north-western Victorian town of Mildura.

A 23-year-old man from Red Cliffs, near Mildura, died instantly when the car he was
driving collided with a palm tree in Fifteenth Street, Irymple, about 1.45am (AEDT).

A 22-year-old female passenger, also from Red Cliffs, was taken to the Mildura Base
Hospital in a serious condition.

Police are looking for the occupants of a modified yellow car and a white Holden Commodore
sedan that may have arrived at the scene shortly after the accident.

"There are a couple of vehicles who we believe may have stopped and given some form
of assistance, and we are looking to speak to the driver or occupants of those vehicles,"

Leading Senior Constable Andy Heckmann said.

There was also a suggestion that after stopping at the scene, the yellow car was seen
driving past several times, he said.

While investigations were still at an early stage, speed and alcohol were two factors
being looked at.

"There is (also) a suggestion there was some hoon-type driving in the area prior to
the collision, but we don't believe that these vehicles were involved in any sort of wrongdoing
at the time," Snr-Const Heckman said.

The incident took Victoria's road toll to 95, 11 more than at the same time last year.

MELBOURNE, April 20 AAP - Human activity is contributing to climate change but programs
like emissions trading are futile unless big polluters such as China and the US are on
board, Treasurer Peter Costello says.

The government is waiting on a report into the benefits of joining a carbon trading
scheme but would seek assurances that the rest of the world also was moving forward on
the issue, the federal treasurer told ABC Radio.

"Over a long period of time, let's say 50 years or 100 years, there is evidence that
the climate is changing and there is scientific evidence that over the next hundred it
will probably change by a degree or two as well," Mr Costello said.

"There are some that say there isn't enough evidence (to say global warming is caused
by human activity), you're talking about 100 years, you're talking about a degree or two.

"But the international scientific opinion is near unanimous, not quite unanimous, and
I agree with the international scientific opinion.

"You've got two issues here - you've got the immediate drought, which is a crisis and
is upon us, you then have the long term changes of global warming, which is a 50 year
and 100 year change. I think you've got to separate the two."

But Mr Costello cautioned against rushing into solutions like emissions trading if
countries like China, India and the US did not sign up.

"If Australia were to close all of its power today, every power station, every traffic
light in Australia, then in nine months time, China would have added all of the electricity
that Australia adds on an annual basis ... the globe will be in exactly the same position,"

he said.

"The point I'm making is we have to work to bring emitters like China, the US, India,
those countries that really do matter in relation to global warming into the system, otherwise
it's a futile activity.

"Having said all that if there are global moves towards emissions trading, then Australia
can and should be part of the activity, we should be in there influencing the agenda."

CANBERRA, Dec 19 AAP - The beer or the Christmas ham?

When the fridge is full and decisions have to be made on a hot December 25, Australia's
food safety agency is warning those who chose to keep beer cold at the expense of food
could be at risk of food poisoning.

The Food Safety Information Council said food poisoning bacteria grow best between
five and 60 degrees celsius, so food - especially the turkey or Christmas ham - should
be kept in the fridge.

"If there is not enough room, remember that soft drinks and alcohol, pickles, jams
and other acidic condiments don't need refrigeration to remain safe," the Food Safety
Information Council, a partnership of government agencies, industry and professional groups,
says.

"Drinks can be kept cold in an esky with ice."

Launching the food safety guidelines today, Parliamentary Secretary for Health and
Ageing Christopher Pyne today said Christmas was a risky period for food poisoning.

"Statistics show that the risk of food poisoning increases with the hot weather, and
people are also more likely to be cooking for those at risk, such as the elderly, the
very young and pregnant women," Mr Pyne said.

About 5.4 million people suffer food poisoning in Australia each year.

SYDNEY, Aug 12 AAP - The thwarted plot to explode as many as 10 airliners high above
the Atlantic Ocean is further evidence of the difficulty and importance of staying one
step ahead of extremism, The Weekend Australian says in its editorial today.

Ultimately, the war against terrorists cannot be won unless we can name our enemy.

We should not shy away from calling Islamic terrorists what they are.

Muslims in the West should be encouraged to do their part and not let radicals hide
behind their communities or let advocacy groups hijack their sympathies.

Radical Islam has replaced communism as the totalitarian rival to Western freedom.

Its ultimate enemy is the freedoms we enjoy. In their place, they would impose a violent
theocracy.

The challenge is to see things clearly and continue living our lives unbowed.

Sydney's The Daily Telegraph says news about the planned blowing up on of airplanes
over the Atlantic underscores a critical element of the global struggle against terrorism.

This is a completely new kind of "war" -- one in which the normal expectations of human
behaviour can no longer be trusted.

The enemy has only one objective -- to cause indiscriminate suffering and death.

In this war, the enemy is best thought of as a wildly insane and unpredictable cult
-- a death cult -- to be defeated only when its means of delivering bloodshed had been
dismantled, piece by piece.

Brisbane's The Courier-Mail says the war on terrorism must be won at home, too.

The US and its allies are constant targets and must respond, including limiting freedoms
previously taken for granted in order to win the long fight to win those freedoms back.

To win the war we must also win the war of words and ideas. Leaders of the free world
must better express that this is a just and gallant cause that must be fought with unrelenting
determination.

This is not a battle about a new form of imperialism; it is about the right of the
international community to exist without the constant threat of evil radicals whose intentions
know no bounds.

Not all Australians are comfortable with stringent anti-terrorism laws that may curb
their liberties and rights. But they recognise safeguards are needed in the interests
of security. The task of capturing the support of public opinion at home is a just cause.

It must be won.

Melbourne's Herald Sun says the fight against terrorism has entered a new phase with
the foiled plot to bomb US-bound planes.

British authorities believe the suicide bombers were within days of carrying out their evil plot.

It is not an over-exaggeration to say the ambition, planning and audacity of this murderous
plot will change our lives.

Melbourne's The Age says the main point related to the terror alert in Britain this
week is that no one died.

The scale of the plot and the number of arrests suggest this could have been on a par
in its devastating consequences with September 11, 2001.

Unlike 9/11, the delivery of mass death was sinister in its ordinariness.

The bomb components are household items and are invisible to the scanners used at airports
for hand luggage.

The 24 arrested are accused of planning to smuggle liquid explosives in bottles onto
the planes and then detonate them with a charge from a battery, such as those in MP3 players
or laptops. It is not a new method.

The Sydney Morning Herald says the Epping-Chatswood rail link is NSW's largest infrastructure
project, and its biggest rail project for the best part of a century.

The rail link is the most obvious measure of the government's competence as an economic
manager. Unhappily for Labor, it has been characterised by an ever widening gap between
promise and performance.

The latest cost break-out, the government says, is caused by inflation and the cost
of extra noise abatement.

The latter sounds like simple incompetence. As for inflation, the government should
have hedged its inflation risk or negotiated fixed-price contracts.

The bottom line is this government cannot deliver on its promises. And it has made
promises aplenty.

The Weekend Australian Financial Review says investing in the stock market is a long-term
exercise with multiple ups and downs that should balance out over a couple of decades
to produce a reasonable return.

Investors need to temper expectations of more bumper returns in the immediate future.

Perhaps they should look at the modest guide super funds use to gauge investment performance.

Long-term, most funds are happy if their total portfolio -- including shares, bonds
and other assets -- outstrips inflation by 3 to 4 per cent.

And AMA president Dr MUKESH HAIKERWAL says the money is still far below the level of
mental health spending they've called for.

Democrats leader LYN ALLISON .. who chaired a recent Senate committee inquiry into
mental health services .. says she's pleased with the funding .. but expects the states
to at least match it.

The five-year package announced by JOHN HOWARD in Canberra today includes new training
places .. and 650 new overnight and day respite places to ease the burden on carers.

Open access could boost operators or crush them

Although the stock market periodically gets jittery over the prospect of cable operators being forced to allow rivals to operate on their high-speed data networks, the financial downside of open access might not be that bleak.

That's the assessment of Ray Katz, media analyst for Bear, Steams & Co., who has drafted one of the very few--perhaps the only--models of the economics of open access for cable operators. He established a series of schemata that he believes might emerge as cable operators, rival Internet service providers and, of course, regulators hash out the terms under which MSOs would be compensated by outside ISPs offering service on their cable systems.

In his recent 208-page report on cable, "Byte Fight!," Katz concludes that, under the three open-access scenarios he compiled, cable operators' return on investment (ROI) in highspeed would actually go up to as high as 62% because outsiders would bear so much of the marketing, cable-modem and some networking costs.

ROI is an absolutely critical measure of any operation, but it's not the only one. The bottom line is the actual value of a cable-modem customer. Under two possible open-access outlines that involve tough regulation, that value would be rather small.

There's a bright side under a third model, based on commercial negotiations between the operator and the ISPs. Not only could an MSO's return on capital be better, but also each subscriber could be worth $1,536, 18% more than under a straight retailing model.

"From a stock point of view," Katz points out, "what you want to see is the largest value."

Open access aims cable operators from retailers into wholesalers. On the video side of the business, for example, cable subscribers with a Britney Spears jones don't pay MTV. They're customers of Comcast or Cox Cable, which buy the programming from MTV, HBO and ESPN, mark it up and take a profit. Anyone else wanting to sell MTV in the same area would have to build a video system.

In the nascent high-speed Internet business, however, open access changes that arrangement. Operators had expected to simply be retailers: selling Web service to subscribers for $30 to $40 per month at a cash-flow margin around 46% and pocketing a $14 to $18 profit. That would make each Internet subscriber worth about $1,306.

But operators are under pressure to allow other retailers to buy capacity on cable systems and resell it to consumers.

Developing an open-access financial model is difficult because there's not a lot of data to go on. Even some cable operators acknowledge that they haven't worked through the equations Katz has.

Companies that have been clamoring for open access, such as ISP Mindspring and telco GTE Corp., haven't even begun to hammer out terms with cable operators, much less actually cut any agreements.

Katz has found a way to construct a framework: deals involving telephone companies' wholesaling high-speed digital subscriber lines, or DSL, service. Because telephone companies are common carriers with a history of allowing multiple companies to resell their capacity, major markets have several companies reselling DSL service, heavily marketing the service and handling installations. "I just tried to apply similar economics," Katz says.

The bad scenarios are brutal. Adapting a Minnesota state regulatory model for "line sharing" of telephone capacity, he estimates that operators could collect just $6.05 a month per subscriber. On the plus side, he figures the outside ISP would be responsible for virtually all marketing and modem costs, plus sharing about half the costs of headend equipment and technical service. While that yields a 59% cash-flow margin, 13% more than the retail model, it creates very little value for the operator: An Internet subscriber would be worth just $211.

A less draconian, "unbundled loop" pricing method calls for operators to bear more of the capital costs but also to receive $14 in revenue per month at a really fat 72% cash-flow margin. The return on investment falls slightly, but the value of each wholesale subscriber increases to $576. Still, that's far short of the value created by the retail model.

There's precedent for another model that looks far better: the deals AOL has been cutting with telcos to market a high-speed DSL service. In one, it is paying Bell Atlantic a bonus for the right to market AOL DSL. If that were applied to cable, operators would bear all the equipment costs and none of the marketing costs but collect $35.92 monthly. It's a total win for the operator: Cash-flow margin (74%), cash Flow per sub ($26.58), return on investment (60%) and value per sub ($1,536) are all higher than the retail model.

Most important, he doesn't account for how much higher the penetration of high-speed data might be with multiple vendors marketing essentially the same product.

Bear, Stearns' Ray Katz sees two cases in which open access could pinch cable operators and one model under which they'd fare better than if they merely retailed high-speed Internet service on their own.

AAA: Illinois, Chicago, Indiana Gas Prices Highest Ever.

Nation's largest motor club offers tips to conserve on gas as prices climb

* The fuel efficiency of most vehicles decreases rapidly at speeds above 60 mph. Simply driving the speed limit or a few miles per hour less can reduce fuel consumption up to 23 percent

2. Keep Your Car In Shape

A car that's not properly maintained can produce more exhaust emissions and consume more fuel than necessary.

* Making sure all recommended maintenance is up to date will help your car run with optimum efficiency.

* Minor adjustments and repairs can effect emissions and fuel economy by up to four percent, while more serious problems, such as a faulty oxygen sensor, can reduce gas mileage as much as 40 percent.

3. Choose a 'Greener' Car

When shopping for a new car, consider the wide variety of 'green' vehicle options now available from automakers.

AAA cautions drivers that allowing their car to run out of fuel can not only put them in a potentially dangerous situation, but also could result in costly repair bills. AAA recommends drivers always maintain at least a quarter tank of fuel

* Running a vehicle extremely low on fuel may cause sediment in the bottom of the tank to clog the fuel pump pickup, the fuel filter or even the fuel injectors. In addition, when a minimum level of fuel is not maintained it could cause the electric fuel pump inside the tank to overheat. The cost to replace that one component alone can be $500 or more in parts and labor.

* Running out of gas also can put the personal safety of a motorist and their passengers in jeopardy should the vehicle suddenly become immobilized on the roadway. Power steering and brakes can be lost when the engine dies, and drivers can end up stranded in the middle of a busy highway without the ability to move their vehicle.

AUSTRALIAN GOVT ADMITS OPTING FOR COSTLIER NBN TO BYPASS TELSTRA.

CANBERRA, April 12 Asia Pulse - The Australian government has confirmed it chose a much costlier national broadband network (NBN) plan to avoid paying up to A$20 billion (US$20.96 billion) in compensation to telco giant Telstra (ASX:TLS).

Labor went to the 2007 election promising a $4.7 billion program that aimed to connect optical fibres to street-level exchanges.

Since coming to power, the ALP has pushed for a much more expensive $36 billion project, charged with connecting 93 per cent of Australian homes directly to super-fast internet.

Communications Minister Stephen Conroy told ABC Television's Four Corners program that Labor's original fibre-to-the-node model would have seen taxpayers giving Telstra up to $20 billion in compensation.

"No expert in the field, nowhere in the legal field, commercial field, would give us a suggestion that the sort of bill you'd pay to Telstra was anything less than $15 to $20 billion," Senator Conroy told the program which screened on Monday night.

"Then Telstra could take that money and build a fibre-to-the-home network past you and strand 70 per cent of billion on the side of the road."

Senator Conroy believes the initial proposal for a fibre-to-the-node network would have required the government to cut Telstra's copper network, thereby appropriating the telco's property rights.

That would have led to a large compensation bill and Telstra competing against the NBN.

Former Telstra corporate affairs manager Phil Burgess said Telstra would have taken action if the original proposal was adopted.

"Absolutely, that's the way competition works," he told ABC Television.

"The only way it would be stopped is if they have laws that will prevent it."

Mr Burgess said a meeting with then prime minister Kevin Rudd and his adviser David Epstein revealed the Labor government's intention for Telstra to divest Foxtel and separate Telstra.

"That is when they let the cat out of the bag," he said.

Under the revised fibre-to-the-home plan NBN Co, the company behind the network, is finalising an $11 billion deal so it can buy Telstra's copper wires and underground cables.

The government's decision to bypass Telstra, and build its own broadband network directly to Australian homes, was hatched on a plane between Sydney, Melbourne and Brisbane by Senator Conroy and Mr Rudd.

In the air, the two decided Telstra needed to be separated, to break up a privatised market giant.

But opposition communications spokesman Malcolm Turnbull told ABC Television the government was wasting money tackling Telstra's near-monopoly market share.

"Achieving separation by building an entirely new network owned by the government is surely the most expensive conceivable way of achieving that change," he said.

J.C. Penney to Expand Wauwatosa, Wis., Distribution Center.

Aug. 2--J.C. Penney Co.'s catalog distribution center in Wauwatosa, which had been scheduled to close, will instead expand into a distribution center serving the company's Midwest department stores.

Those plans, disclosed Thursday, will allow 200 workers to keep their jobs and an additional 675 to be hired. The massive distribution center, which three years ago employed 1,500 people, is at 11800 W. Burleigh St., just west of Highway 45.

In return for creating the jobs, J.C. Penney will receive $300,000 in grants from Wauwatosa officials to help improve the facility, said Nancy Welch, Wauwatosa community development director. Those community development block grants are provided to the city by the federal government.

City officials will seek an additional $200,000 in federal grants that are doled out to the states for road improvements, Welch said.

The city will use that money to install a traffic light near the distribution center, at N. 124th St. and W. Feerick St., and to widen Feerick St. to better accommodate trucks entering and leaving the facility, she said.

The city's $500,000 of financial assistance is a good investment in return for 875 jobs retained and created, Welch said.

The other option, attempting to redevelop a vacant 2 million-square-foot distribution center, would have been much more difficult, she said.

That could have required demolishing the facility, much of it nearly 40 years old, in order to make the 74-acre site available for development, Welch said. Demolition alone would have cost roughly $3 million, she said.

City officials agreed to provide the financial assistance to J.C. Penney after the company said the Wauwatosa facility was one of three potential choices for a new store distribution center, Welch said.

J.C. Penney is opening 13 distribution centers throughout the nation that will help ship clothing, housewares and other items from J.C. Penney's vendors to the chain's 1,074 department stores, said company spokesman Tim Lyons.

The distribution centers are replacing the current system of having vendors ship goods directly to the department stores, Lyons said. That system is too cumbersome, and the new distribution centers are designed to help J.C. Penney reduce its costs.

"We had to make it more efficient and bring it in line with what our competition has been doing," Lyons said.

Retailers such as Wal-Mart Stores Inc. and Kohl's Corp. have been able to undercut J.C. Penney and other traditional department store chains in part by operating highly efficient distribution systems.

J.C. Penney, based in Plano, Texas, has struggled for years but has lately made progress with its turn-around effort. The company in May reported first-quarter earnings of $86 million, or 29 cents a share, up from $41 million, or 13 cents, during the same period in 2001. Analysts had predicted first-quarter earnings of 25 cents a share.

The Wauwatosa center is scheduled to complete the conversion by November, Lyons said. The center will serve 107 department stores in Wisconsin and surrounding states, he said.

The center's employment of 875 people could increase to around 1,000 employees during peak holiday season periods, Lyons said. Most of the new employees will be hired by November, he said.

J.C. Penney acquired the Burleigh St. facility through its 1962 acquisition of Milwaukee-based General Merchandise Co., which was then one of the nation's largest mail order retailers.

J.C. Penney entered the catalog business through its purchase of General Merchandise. The company greatly expanded the Burleigh St. distribution center as part of its push into the mail order segment.

The facility, one of six J.C. Penney catalog distribution centers throughout the country, had 1,500 employees as late as November 1999. That's when J.C. Penney announced it would lay off 500 workers at the facility because of slumping catalog sales.

The company also converted a portion of the facility into a distribution center to serve other catalog and Internet-based retailers, including Web sites operated by the Ann Taylor women's clothing retail chain and gardening retailer Smith & Hawken.

By June 2000, the facility was down to 800 employees. And by March 2002, that number had dwindled to 334 employees, with the dot-com retailing bust and the company's continued catalog slump taking its toll on the operation.

J.C. Penney in March announced it would close the facility by January 2003, eliminating the remaining jobs. The company was downsizing its catalog operation, and no longer needed the center.

The announcement that hundreds of jobs will instead be returning to the facility is "great news," Welch said.

J.C. Penney has said the jobs' wages will be "family supporting," Welch said, but the company has not yet provided specific wage data to city officials.
